The only workaround I can come up with is to create new keychain with a new password and then move the contents from the old keychain you can't change to the new, you will be asked to authenticate the move by using the old keychain password and that may be a pain if you have quite a few, but once done you can delete the old. It appears at the moment all one can do is create and delete them so I'm assuming this is a bug that will get resolved. I've just tested by adding a keychain and find once created although the option is available to change the password no dialogue box appears to do so. I've never had the need to create a custom keychain so can't confirm if the password change was once working, but now it definitely doesn't appear to be. This doesn't help but can confirm same is happening on my system, Mojave 10.14.4 and FWIW I haven't setup 2FA or enabled iCloud Keychains so still have old style "Login" and "Local Items" as well as "System" and "System Roots" keychains.
